Student Identity Verification Policy and Procedures

Based on the United States Federal Higher Education Opportunity Act (HEOA), Public Law 110-315, North Central Missouri College (NCMC) has processes in place through which the college establishes the identity of the student who registers in a distance education course or program is the same student who participates in and completes the course or program and receives the academic credit. NCMC meets or exceeds the standards through one or more of the following:

  • The use of a secure login and pass code is mandatory. Every enrolled student is given a secure login and password to access their NCMC SAIL account.
  • When an incoming student requests a student ID, the student must present a photo ID to verify their identity before a picture will be taken.  When it is not feasible to come to campus (online students), students send a copy of their drivers license to verify their identity and can send a picture to utilize for their student ID.
  • To enroll in courses, students must utilize their student ID and PIN to gain access to SAIL.  In addition, degree-seeking students are expected to meet with their respective advisor.
  • Students enrolled in certain courses/programs are required to have a qualified proctor on site which must be approved by NCMC. The proctor is responsible for verifying the identity of the student taking the exam and reporting the information to NCMC.

NCMC will implement new or other technologies and practices that are effective in verifying student identification in accordance with federal and state regulations when financially feasible and available. NCMC will make every possible attempt to protect student privacy and will report any student who has falsified any NCMC documentation. Incidents will be reported to the Office of the Inspector General of the U.S. Department of Education.
