
ARP (AMERICAN RESCUE PLAN)
The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP).
HEERF III provides financial support to higher education institutions. A portion of each institution’s allocation must be awarded to students in the form of emergency financial aid grants for expenses related to the disruption of campus operations due to the COVID-19 crisis. Information pertaining to the Student Emergency Grants can be located below.
STUDENT EMERGENCY GRANT
North Central Missouri College received authorization from the U.S. Department of Education to receive the $3,565,813 from the Department, provided under Section 2003(a)(1) of the ARP Act. Of that amount, at least $1,875,934 will be used for emergency student aid.
In distributing these funds, North Central Missouri College has followed, and will follow, the instructions and guidance provided by the U.S. Department of Education, Federal Student Aid, and the Certification and Agreement completed by the College. That guidance provides institutions with discretion to develop their own systems and processes for determining how to allocate these funds, subject to certain limitations on student eligibility and expense eligibility.
DISTRIBUTION
North Central Missouri College distributed HEERF III emergency grants as direct payments* in multiple rounds in the form of block grants. Distribution began on July 20, 2021. The Higher Education Emergency Relief Fund (HEERF) was established and funded by the Federal government to provide emergency financial aid grants to students for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care), or child care.
ELIGIBILITY: ROUND ONE
Fall 2021
To be eligible to receive emergency aid, students must have met the qualification below:
- Any individual who is or was enrolled on or after the date the national emergency was declared for COVID-19 (March 13, 2020)
HEERF III grant amounts were a summary amount based on Estimated Family Contribution (EFC) and were issued as direct payments to students. Students who met eligibility requirements received grants based on the following Tiers:
- Tier 1: $1,000 (0-7,000 EFC)
- Tier 2: $800 (7,001-12,000 EFC)
- Tier 3: $600 (12,001 and up EFC/post-high school student with no FAFSA on file)
- Tier 4: $200 (dual credit/early college students)
ELIGIBILITY: ROUND TWO
Spring 2022
To be eligible to receive emergency aid, students must have met the qualification below:
- Any individual who is or was enrolled on or after the date the national emergency was declared for COVID-19 (March 13, 2020)
HEERF III grant amounts were a summary amount based on Estimated Family Contribution (EFC) and were issued as direct payments to students. Students who met eligibility requirements and were enrolled as of January 27, 2022 received grants based on the following Tiers:
- Tier 1: $1,000 (0-7,000 EFC)
- Tier 2: $800 (7,001-12,000 EFC)
- Tier 3: $600 (12,001 and up EFC/post-high school student with no FAFSA on file)
ELIGIBILITY: ROUND THREE
Fall 2022
These funds were from the Supplemental Support under ARP (a)(3) program. To be eligible to receive emergency aid, students must have met the qualification below:
- Any individual who is or was enrolled on or after the date the national emergency was declared for COVID-19 (March 13, 2020)
- Be accepted and enrolled in one of NCMC’s higher cost programs: Nursing, Surgical Technology, Radiology Technology, Occupational Therapy, or Medical Laboratory Technician
HEERF III grant amounts were a summary amount based on Estimated Family Contribution (EFC) and were issued as direct payments to students. Students who met eligibility requirements and were enrolled as of September 22, 2022 received grants based on the following Tiers:
- Tier 1: $1,000 (0-7,000 EFC)
- Tier 2: $700 (7,001-12,000 EFC)
- Tier 3: $400 (12,001 and up EFC/post-high school student with no FAFSA on file)
* Direct payments are sent to your preferred location for student refunds, which include either a check in the mail or direct deposit.
