US Department of Education Allowing Alternatives for FAFSA Verification

To reduce the burden on students and families having difficulty obtaining documentation from the IRS needed to verify their Free Application for Federal Student Aid (FAFSA), the US Department of Education is allowing the following alternatives.

Income Tax Return – If an individual is unable to request an IRS Tax Return Transcript from the IRS or other tax authorities, an institution may accept as acceptable documentation a signed copy of the 2016 (for 2018-2019 FAFSA) or 2017 (for 2019-2020 FAFSA) income tax return.

Verification of Nonfiling (VNF) – If an individual is unable to obtain a VNF from the IRS or other tax authorities, an institution may accept:

§  A signed statement certifying that the individual –

o   Attempted to obtain the VNF from the IRS or other tax authorities and was unable to obtain the required documentation; and

o   Has not filed and is not required to file a 2016 (for 2018-2019 FAFSA) or 2017 (for 2019-2020 FAFSA) income tax return, and a listing of sources of any 2016 or 2017 income earned by the individual from work and the amount of income from each source; and

§  A copy of IRS Form W-2, or an equivalent document, for each source of 2016 or 2017 employment income received by the individual.

Note: A dependent student who is a nontax filer is excluded from this verification requirement.
